His designs deliver content utilizing Bloom’s taxonomy's highest levels of thinking, resulting in creative-problem solvers and critical thinkers.
Administrative Experience
Irvine International Academy (IIA) – Founder, Executive Director, Superintendent
Dr. Scott created education and business policies, ethics, and the school’s teacher, student, and employee handbooks.
Directed Human Resources and recruited initial administrators, office staff, and teachers.
Responsibilities guided English and Mandarin curriculum modification, business budget and operations, pupil services, special education, and state testing.
IIA is Irvine’s first Mandarin immersion public school and by the 3rd year received California Distinguished School honors.
Irvine International Academy is the top school in Irvine, Orange County, and CAASPP placed IIA as the 14th best score in 5,800 California schools.

Dr. Scott pioneered innovative, professional development and engagement strategies for educators in America and internationally in over 60 Chinese schools (including Beijing No. 2 Experimental School and Beijing Normal University), California, and Texas.
Devised the One to One Classroom™ and TUTOR Classroom Teaching pedagogy.
