Dr. Scott’s research has led to the innovations involving 100% of students being engaged. These strategies have consistently transformed inner-city and GATE students’ standardized test scores. His designs deliver content utilizing Bloom’s taxonomy's highest levels of thinking, resulting in creative-problem solvers and critical thinkers.

Administrative Experience

Irvine International Academy (IIA) – Founder, Executive Director, Superintendent

  • Dr. Scott created education and business policies, ethics, and the school’s teacher, student, and employee handbooks.

  • Directed Human Resources and recruited initial administrators, office staff, and teachers.

  • Responsibilities guided English and Mandarin curriculum modification, business budget and operations, pupil services, special education, and state testing.

  • IIA is Irvine’s first Mandarin immersion public school and by the 3rd year received California Distinguished School honors.

  • Irvine International Academy is the top school in Irvine, Orange County, and CAASPP placed IIA as the 14th best score in 5,800 California schools.

Education Consultant

  • Dr. Scott pioneered innovative, professional development and engagement strategies for educators in America and internationally in over 60 Chinese schools (including Beijing No. 2 Experimental School and Beijing Normal University), California, and Texas.

  • Devised the One to One Classroom™ and TUTOR Classroom Teaching pedagogy.
